Do blinds/shades have to be put on headrails or inside windows?

I recently saw a picture of a home makeover, and the
designer had put woven shades on the wall, high above the windows, to give the room a feeling of length, or to make the ceilings seem tall.
I really liked the idea, but don’t know how to go about it.
Has anyone ever put blinds or shades (I’m leaning towards shades) above the windows, instead of in the windows(inside mount) , or on the headrail of the window(outside mount)?
I love the woven shades look but they won’t fit inside my thin windows, and I would like to create tall ceiling effect.
Any ideas? Any suggestions?

you could get them either way. depending on the hardware for the blinds/shades

Here’s what I found;
If you want to mount your blind outside the window frame, measure the exact width and height of the area you’d like to cover. Check your measurements against the size of your window to make sure you’ve added enough for sufficient overlap. (Don’t worry if you can’t give as much overlap as we recommend. In most situations, we can still make blinds that will work for you.)
Overlap Width Overlap Height
Horizontal Blinds and Shades
(Pleated, Cellular, Mini, Micro, Macro, Wood) 3″ (1 ½” side) 2″ top, 1 ½” bottom
Window Shadings 6″ (3″ side) 3″ top, 1 ½” bottom
Vertical Blinds (below windowsill) 6″ (3-4″ side) 2″ top, 2″ bottom
Vertical Blinds (hanging above floor) 8″ (4″ side) 2 1/2″ top, subtract ½” from bottom
